Most of the schools which I am applying to simply recommend subject tests rather than require them. 1. The only reason I am hesitant to send in my SAT is because of my Math II score (clearly it was a bad day and I'm done with tests). 2. When a school says they will only look at your top 2/3 subject tests, won't the poor math II score always be in the back of their mind? I am definitely sending in my ACT.

Also, if I end up choosing to send my SAT scores in as well, should I add an explanation of my Math II score into the additional information section on the application?

I know while filling out these applications, every thing we fault seems to be magnified. I'm doing applications right now, and I get paranoid about everything, thinking that saying "putting in this would make them think this way, but not doing so would..." and so on. I don't know the policies in Columbia and UPenn, but I'm pretty sure all colleges uphold their statements. They're not out to trap us. They really want to make sure we fit in their campus (I personally know an admissions dean, and thats the kind of vibe I get out of him). So, if they say they will only look at your best scores, trust them to. And, about the SAT scores, they aren't bad at all, and I think it'll help support the notion that you are ready academically for those schools.

Why me?, you say most of the schools to which you are applying "recommend" SAT IIs . However you mention only Upenn and Columbia, both of which require SAT IIs, except that Upenn will accept the ACT in lieu of both SAT and SAT IIs; Columbia requires IIs even if you submit ACT. For those two and any that "recommend" IIs, you should just send them (which of course would result in sending the SAT). But you should also send your ACT. They will consider for admission that test, SAT or ACT, they consider to be the higher, so let them make the choice, and likewise most will consider for admission two highest SAT IIs even if you submit more than two. If you are applying to any schools that don't use SAT IIs for admission then you should consider just sending the ACT to save score sending costs.
