SAT/ACT score submission: Stanford vs Cornell and University of California system

I took both SAT1 twice and ACT twice. My ACT scores are better so I prefer to submit ACT scores only. I also took 3 SAT subject tests and one score is bad. So I plan to submit 2 subject test scores only if possible.

Stanford’s requirements: (from Stanford’s website) All scores from all high school sittings of either the ACT or SAT (or both if you took both) are required. SAT Subject Tests are optional. Because SAT Subject Test scores can highlight your areas of strength, we welcome the self-reporting of these results in your application.

Cornell’s requirements: (from Cornell’s website) Cornell University requires freshman applicants to submit either all SAT or all ACT scores. Please note that Cornell does not participate in the College Board’s Score Choice. Applicants who decide to submit both the SAT and ACT to meet testing requirements must submit all scores for both tests. In addition, each undergraduate college/school at Cornell has specific requirements for SAT Subject Tests (see requirements below).

UC’s requirements: Report ACT and/or SAT scores on your admissions application, then request that an official copy of the scores be sent to us from the testing agency. You can have your official score report sent to one UC campus, and all campuses you apply to will receive it. In the College Board’s Score Choice module, ensure that all scores are sent to UC. We require all scores and will use the highest scores from a single administration. We recommend that students who complete Advanced Placement courses complete the related AP examination to demonstrate subject mastery. Similarly, International Baccalaureate scores and scores from SAT Subject Tests can be used to showcase academic mastery.

So I should submit all my SAT scores, all my ACT scores and two SAT subject scores (since SAT subject is optional) to Stanford. For Cornell and UC, I should submit all my ACT scores and two SAT subject scores (since additional SAT subject is optional). Any thoughts? Thank you.
