So I need to send my SAT scores soon for early admissions. But the November SAT II Lit won't be sent because the scores aren't out yet, and by the time they're released, the score report won't be sent on time.

Do I really have to pay $30 more dollars just to send one more SAT II score to the three colleges I'm applying early to (Michigan, Chicago, MIT)? And if the SAT II score gets there after November 1st, will the colleges still consider it in the application?

Neither Michigan nor UChicago requires or recommends SAT IIs so your November score is not needed for those. Chicago “may” give them some consideration if sent and it accepts Nov scores for EA but to assure it arrives on time you should name it as one of your free sends on the application for the test and thus send it blind without knowing score (if you do that it actually gets sent two days before the score is even released to you on-line). Michigan does not aacept Nov scores for its EA program.

MIT requires two SAT IIs, one in math, one in science, and a literature SAT is essentially pointless for it. However, for early action it accepts Nov test scores but you should name it as one of the free sends on the test application to assure it arrives on time.
