Can we take it during college or does it have to come from the last time you take it in high school?

you don't take it in college, as the purpose of the test is to predict success in college

The more courses you have taken in college (or community college), the more important that record is in your transfer ap. Your recs should also be from there, as they would have the most recent contact with you.

Yes, you can take it in college. There's nothing saying you can't. Transfer students do it all the time.

But HImom is right...check with the school you want to transfer to see if they care about the standardized test scores from high school. If you've achieved a certain number of credits and a good GPA in your first college, they might not need them. But then again if your high school ACT was lousy, it might be worth retaking anyway if it will help your admissions chance for the transfer. Talk to the school.
