I’ve taken three SATIIs: USH, Math I and Literature. I did the option that you send them directly to the colleges in order to save myself some money. When the scores came back, I was pleased with my Lit score but not at all with my USH and Math scores, they’re way below my top college’s average. I’m applying early decision so I have to retake the tests in October, which I think is the earliest you can retake the tests. A few days ago however, I read that Penn (my top college) is only requiring two Sat IIs since the new SAT has the writing section. Should I retake both history and math because of the older scores? Or should I just retake one and figure that they’ll only count two?

It is said that they look at the two SATII tests with the highest scores. However they would see all three, and if the third is very low one could argue that it MIGHT put a slight damper on the application.
If I was you, I would just focus on retaking one of the SATIIs unless if the third score was lower than perhaps 650.

I'm afraid you're a little slow on the news drop65, the word that visiting reps have been giving is that only two satIIs will be necessary.
Penn has had that statement for months and months and I don't know why they don't update! But do you really think they haven't decided yet when ED applications are due in just over three months? :)
