SAT or ACT?

Briefly about myself, I have taken 3 SAT's and 2 ACT's over the course of 2 years with a lot of effort in studying. It just doesn't seem to pay off. I have been accepted to two schools for the 2013 Fall Semester, one is giving me $6000 and the other $7500 per year.

My Test scores are below:

SAT (superscore):
Reading - 440
Math - 430
Writing 480
(CR+Math = 870)

ACT (superscore):
English: 22
Math: 17
Reading: 21
Science: 14

Obviously, I am not the brightest guy, BY FAR.....However, if I do not reach a 19 in MATH on the ACT or a 990 in CR+MATH on the SAT, one of the colleges (the one giving me more money), will require me to take a math course called, "MAT 095 Algebra" during my freshman year... Which I do not want especially on top of all my other classes.

Heres where I need help...Both of the schools (like many others) have bench marks for their scholarship amounts given.

Geneva College:
$10,000 Scholarship - 880 (CR+MATH) on SAT/or 20 Composite on ACT.
^I am 10 points off on my SAT from receiving this scholarship opposed to a $7,500 one. My Composite ACT score is an 18, and they require a 20.

Robert Morris University:
$10,000 Scholarship - 970 (CR+MATH) on SAT/or 21 Composite on ACT.
^I am 100 points off on my SAT from receiving this scholarship opposed to a $6,000 one. My Composite ACT score is an 18, and they require a 21.

What test should I retake?!? Considering I'm only 10 points off from the Geneva $10,000 scholarship, maybe I should go for the SAT? Any help/pointers for studying on these tests? I used the REAL SAT/REAL ACT guide and it didn't really help me much.
