The application says that if the sat scores is incomplete, it will hurt you incredibly. But the October scores don't come in for about a week-ish. Should I wait to send in my application, or should I just let college board turn it in?

I am also wondering that. Also though, if I am not happy with the october scores, can I take the november one and send it regularly and still have them recieve them for consideration during EA even though the test date is the date the apps are due?

TBOL3,
If you do not yet know your scores from the College Board, but you took the SAT tests before November, don't worry. See MIT Admissions: Standardized Test Requirements. As the admissions website explains,
your application will be incomplete without official scores sent from the College Board, but as long as you took the SAT tests before November 1st, MIT will receive the scores from the College Board in time. I suppose you are anxious about how to self-report the scores on the MIT application, which is not due until November 1 for EA applicants. You could wait a week or so if you think your scores will arrive, but if they don't show up at your house, just add a note to the application or send the admissions office an email explaining the date of your tests and stating that you have directed the College Board to send the scores to MIT. It will be fine.

I would like someone who really knows how this works to respond please.

Can I wait until Oct. 23rd to see my test results and send them afterwards and have them arrive on time for Early Action?

Will my November test scores arrive to MIT on time for Early Action?

Since question 2 has been answered in this forum multiple times by Mollie and others (yes, November scores will arrive in time for EA and do not even need to be rushed -- from the MIT Admissions website: "[Y]ou must take the required tests on or before the November test date for Early Action... We recommend that you list MIT as a school to receive your scores when you take the test."), and since October 23rd is well before the November test date, and since there would be plenty of time to send October scores even before the November test, the answer to question 1 would be yes.

(And of course you know that College Board will send ALL your scores, and not just the best scores, right? From the College Board website: "All available scores will be sent, including those from previous test administrations. You cannot send only your latest or highest SAT Reasoning Test scores, or separate scores for critical reading or mathematics or writing, or only SAT Reasoning Test or only SAT Subject Tests scores." If you're taking the November test, just include the MIT code on your test materials and they'll get all your scores in time.)
