Sat vs toefl

Hi,
I was born in the U.S so I am a citizen, but immigrated to Israel and lived there for my whole life, therefore spoke Hebrew as a main language.

I'd like to know if universities expect me to do as well as a native English speaker on the SAT; and
If so, why should I take the TOEFL as well?

In summary, I'd like you to tell me about the differences between these two tests and their importance when applying to universities.

If it helps, I am interested in applying to Texas A&M, UC Davis, and Cornell

Thanks in advance

Although you are US citizen but if your are not live or study in international school , you have to take toefl.
Moreover, maybe you have to apply as an int applicant. I am not certain about it but for sure you have to take toefl

and as international, both tests are important.
