SAT Writing Qs

I haven't seen this question on any practice test in a little while, so please help me answer it :D.

Bob and Tony (is/are) going to the park?

Does the "and" make the subject plural?
How do you tell if the subject is plural/singular? I've been "hearing" the correct response and getting a high 600/low 700 that way on Writing, but I need a solid 700.

Also, what are some basic idioms that are tested?
not only....but also, etc.

And how to tell the real difference between I/Me. I've been using the basic technique of covering part of the sentence and then hearing I/me, but I encountered a question 29 with the difference and i couldn't "hear" what was correct. Thanks for your time and effort everyone :).

Yes, ‘and’ makes a subject plural.

‘I’ is used as a subject or predicate nominative; ‘me’ is used as an object.
