The first time I took the SAT I got a 720 on Writing (66 MC, 10 Essay), but the second time I got a 730 on Writing (79 MC, 7 Essay). Do colleges look at the subscores, or just the writing sectoin as a whole?

Some colleges look at the subscore also (well all of it goes on the report, total score and subscore). I think it depends on the college. I remember Georgetown or JHU's app (one of those, or maybe both) asked specifically for subscores. It probably wouldn't make that big of a difference though.

Will they like recalculate my Writing score, as they do with your SAT score (taking the highest Verbal, Math, Writing) if you've taken it multiple times?

If you mean taking the highest essay score and the highest MC score, no. Because a 77 MC and a 10 essay 1 test can make a different score than it did on another test. However I seriously doubt that your subscores in writing will matter more than the actual writing score, if the college in question even looks at writing scores (because many do not).
