Does ASU offer non-need based scholarships/grants to local accomplished students?
I keep hearing about a variety of public and private out of AZ schools offering significant $$ to some local folks from top local high schools (UHS, BASIS, etc…) but I am not hearing stories of incentives from ASU to keep local talent home. Any Phoenix-area folks care to weigh in on this issue?

With grades and test scores, you can check out ASUs New American Scholarships with the cost of attendance calculator on their site… They are merit based–objective test scores and ACT/SAT at ASU.
Both ASU and UA have merit scholarships for in-state top students which are listed on their websites. ASU at least has a scholarship calculator where you can plug in GPA and test scores and get a merit scholarship estimate. The top scholarships (besides the NMF packages) are in the $10k range–almost full tuition.
One aspect I had not identified early on in the application process for in-state students was the amount of scholarship and paid opportunities available in Soph-Senior year. One program that is one of the best on the country at UofA is the Optical Engineering program. The scholarships available for continuing and graduate students is truly impressive. There are probably many more in the ASU engineering programs and the sciences at U of A. Optical engineering at U of A is unbelievable in funding (related no doubt to its history of excellence in Astronomy). Check out the departmental scholarships in that program. ASU as well in engineering and sustainability.
