<p>They are merit-based. You can have one of those and also an additional need-based scholarship based on your EFC. Our son has the DSA, a Tulane need-based scholarship, work-study (until he found higher-paying jobs) and loans. They'll put together a whole package for you to meet your EFC.</p>

<p>The merit awards are based based solely on academics. The partal tuition awards are awarded upon admission, often before they figure out any need-based awards. The DHS requires an application and a project and is very selective, awarded to only 50 to 100 students.</p>
