Schools that put less weight towards high school transcript?

i’m a very unhappy freshman at a top70 state school on the east coast. according to my advisor, if i maintain the grades i received on my midterms i’ll have a 3.825. i only intend to study harder.

the problem i’ll have with transferring is that i can only justify the huge increase in tuition (im instate) to my family is if i transfer to a significantly “better” school. my high school attributes aren’t great ( 3.1 GPA, 32 on ACT), and i’m afraid that they will hold me back from being accepted into any top college.

are there certain colleges that put less weight towards high school transcripts when applying as opposed to that of other colleges? i need to get a rough idea, as i’m trying to start researching other schools but am sort of daunted at the prospect because of my high school grades. i’m not trying to make this a “what are my chances” type question, but instead more of a starting point as to where i should be looking.

i’ve started considering the idea of spending my sophomore year at CC to save more money. How does that affect my ability to transfer, if at all? If I were to transfer from a CC at the end of sophomore year, would the university that i matriculate to only accept credit at one of the colleges (CC or top70 state school?
