I have a 3.9 UW GPA and I am ranked 30 out of 470. I'm top 7%

If I am applying to ivy leagues, should I just not send my rank?
I think a 3.9 is better than a top 7%.

I think you should complete your application as best you can. Top 7% with a 3.9 UW GPA is good, so you should report your rank, in my opinion. I assume, by your question, that this field is optional.

I would report your rank, top 7% is really good with a 3.9 GPA

Is rank reporting optional at your school? There are a few, but not many, high schools that let the student decide what appears on the transcript. If rank shows up on your transcript, then the schools will see it regardless of whether you self-report on the common app or not. If rank does not show up on your transcript and you are only self-reporting the rank, the school may or may not consider your self-reported rank. That will vary from school to school.
