Senior with 2 classes remaining

Hi all,

My brother is a senior at Cal with 2 classes remaining. He is a transfer student (not sure if this matters). His advisor is telling him that he will pay the entire tuition regardless of the fact that he only needs 2 classes. I was under the impression that in such a situation, a student would pay per unit as a part time student. Am I wrong? If so, what is the best way for my brother to finish off his degree at the lowest cost possible?
