Senior year grades and December ACT

Is it a bad idea to apply in December of January to rolling admissions schools? I will be taking my ACT for the 3rd time and I know that's the last date most of my schools are willing to take. Is this risky? Will the competition be much harder since there are less spaces available? Does it even matter when you apply? I heard some schools review the apps at the same time instead of on a case per case. I'm waiting until December and January to apply because I want to show colleges how much my GPA has improved(3.7-3.8 now) from the 3.4 I had. Will this be helpful in swaying adcoms or is it a waste of time?

Is it bad to apply to schools in December/Jan because of competition?
Will sending my senior year grades matter if I am borderline?

Depends what schools! But the advantage of an improved GPA definitely trumps the improbable-but-possible disadvantage of a later app!

when I say 3.7-3.8 I mean for my senior year. NOT cumulative, which is still a 3.4
