Sept or Oct ACT?

Hi there, I've recently got my ACT score (first time) and honestly, I've only studied the week before the test because I had to worry about the June SAT one too. Anyhow, i did horrible with SAT I (second time), got an 1830...but with the Act, i did a little better:

Comp: 30
Eng: 31
CR: 35
Math: 26
Science: 27

Yeah, as you can see, i'm horrible at math! It's not even funny, considering I've just finished Precalculus this year. So my question is, should i retake the Act in Sept or Oct or both? I'm doing Regular deadline because I need FA, like really bad.
Also, it's summer school right now, so my school's Career Center is closed; hence I can't get a fee waiver until school starts in Sept. Considering my poor financial situation, should i waste my money on the September one? Or should i just really focus on studying and hope to get a good score--I'm aiming for at least a 33--in October? Or should i just pay the September one and get a fee waiver for the October one, and take it both times? Thanks in advance guys! =)

This is something you probably need to answer yourself; sure taking it in September would give you an additional chance to raise your score, but you are the only one that knows your financial situation.

A really high ACT can get you merit aid or scholarship money. If you can get in, most of the super-elite schools are totally free for those whose family incomes are below $60,000 a year. If your GPA and ECs are solid, the money you spend on taking the ACT could pay you back 1000-2000-fold. I’d say it’s definitely worth the out-of-pocket money, as long as you also work hard to get the best score you can – knowing what you got by the end of September may affect where you decide to apply.

Ah, thanks for replying so fast guys! Taking it all in, I think i’ll study and take the Sept Act first and see how that goes, 'cause that would give me both chances and also a head up for college. =)
