-Colleges hoping to go for:
1. Penn State
2. Purdue ( OOS so no idea if they have financial aid for me )
3. University of Minn: Twin Cities
4. Bucknell U
5. Rowan Uni
6. Cooper Union
-can't AFFORD the total cost
-don't want to get more than 35-40K of loan
-What are my chances of getting scholarships or grant money in these colleges?? Any other universities I should consider?

I really only know Purdue because I’m an Indiana resident and have some family that goes there. In state, your 1250 Math Verbal would be alright, but OOS I know it’s a LOT more competitive. Your weighted GPA is good, but Purdue only uses UW (it’s BS, I know).

So Purdue I’d say is a reach unless you have some pretty amazing ECs and recs. Your out of country experience might work in your favor as well. Their scholarships, however, typically manifest themselves in small amounts that are spread out pretty evenly throughout the incoming class.

Penn state seems right in your range…plus it’s a state school so that might work out better financially.
