Aiming for top-tier schools such as:

Ivies (Penn, in particular)
Northwestern
Duke

Jan SAT: (first sitting)
CR: 610
Math: 720
Writing: 730

Total: 2060

June SAT: (second sitting)
CR: 660
Math: 800
Writing: 800

Total: 2260

I have heard that the writing section has almost no meaning to colleges. Should I retake the SAT once more to try to improve solely the CR section? I feel that the risk is too great because I'd be taking the SAT for the 3rd time, which may appear worse than taking the SAT only 2 times...

My question is: Should I retake?

Thanks!

Depend on the college, but generally the writing section carries less weight.

Taking the SAT 3 times is by no means a lot. 4 on the other hand is pushing it.

I think your scores right now are terrific, but if you take it a third time make sure that you dont go down in any sections, just up in CR. 4th time is desperation (as colleges would say)

Any more advice would be greatly appreciated.

I agree with everyone here. You have a good score, but you can still retake it. Third time is fine, but seriously, a 4th time maybe sign of score obsession or desperation. Many, many people take their SATs 3 times (I took it once, but I always told myself I have 3 tries to get my satisfied score).

As of what you said about Writing Section not mattering, that’s complete BS with a few schools as the exception (from what I’ve seen, Northwester, Chicago, and Cal Tech). Of course, it is true that Writing Section is the least important section to most schools; that doesn’t mean, however, that it doesn’t matter. So on this note, it hurts to score badly on Writing, and it helps to score high on it. It’s better to score high on CR or Math than Writ.

As of advices on improvement, I’ll be sending you a PM.

If you feel like you can get a higher score than retake it.

Don’t just retake, but practice hard and retake. If you only get a 20 points improvement, you will have lost valuable time that could have good elsewhere (like EC’s). But if you think a 700+ on CR is clearly possible, then yes, a retake would be helpful.
