Should I switch to private schools in 11th grade?

I am a Chinese citizen studying in a medium-leveled public high school in Oregon. I have been here for my freshman year and sophomore year. But due to family movement issue, I need to choose between going to a private school in 11th or staying at my current high school. But I have a hard time choosing, as going to a new school is the perfect choice overall
except that doing that will make me become a newbie again and may not have enough friends and leadership opportunities at the new school, as it takes time for me to know people well. Any advice?

My Pro/Cons lists for changing school:
Pro:
More opportunities(More Aps, better learning environment, smaller class-sizes…)
Being able to change to a new environment and make new friends and become a better “me”
(I kind of don’t like my friends here, and here people don’t like learning, too)
etc…

Cons:
Taking extra time to blend in a new environment;
Less chance for leadership because I become (once again) a “newbie”; [Main concern]
Expensive;

Some background about me:
Top student in both China (ranked 10 out of 500ish) and America (1 out of 265). 99% in PSAT. blablabla etc.
Love new challenges and learning.
Love/competent for coding, percussion, painting, Ultimate Frisbee, ski…etc.
Participate in Robotics club, science Olympic; President of a not so successful Asian-American Club.
