My highest ACT Composite is a 30(.25). My highest superscore is a 31(.25). I will be applying to Ivy League colleges, which do not superscore. It looks like the threshold for these schools is a minimum of a 31 composite (non-superscore). My college applications are due January 1st. The December ACT is on the 12th. Should I take it to try to get a 31+ composite score?

The multiple choice scores will be out before January 1st, but the writing score will not.
Yes - I would encourage you to take the December ACT. Even though the writing score will not be graded yet, the colleges will still accept the ACT score once it is finally graded and officially sent by the ACT. As long as you get your application in prior to Jan 1, and communicate that you have taken the December test (meaning, they should expect the scores once finally graded), you should be fine.
Prep for the December test, and send it as soon as you can.
