Silly question about stamps

If we are applying to a college out of state, we use two stamps on a regular envelope, right?

If we are applying to a college in state, do we use one stamp?

Stupidest question to ask: Does the picture on the stamp matter? My stamps are blue and shows a pic of a bird.

i used 1 stamp for out of state and they received it.

but i suggest that you use 2, just in case.

and the pics dont matter

what about in state? one stamp?

use 2 just in case.

its only 37 cents more

any picture that would be allowed through the postal office would be fine.

Postage is based on weight not distance (as long as it's going through the US Postal Service and not to a foreign country). If it's heavy enough that you're not sure how much postage to use you can either use extra stamps or take it to the post office and they will weigh it.
