You may want to check the requirements to enter the nursing major:

It does look like those are the minimum requirements to apply, but admission is competitive, and the actual thresholds for admission may be higher.
Have you been admitted into both schools to study nursing?
I believe SFSU is better for nursing in terms of reputation/ranking. however (assuming you are applying as a freshman) as a freshman you are admitted to pre nursing and there is no guarantee that you are accepted as a nursing major after you finish your pre reqs.
