So... Late and random, not great grades and possible international issues?

So really randomly my mom decides I should go to Scotland or England for my undergraduate years. I only have around a 3.0 (maybe a little better now) gpa not great financing and sat super score of 1730 (and I'm doubting international schools will likely super score) does anyone have any ideas on what my best options would be for international studies? And likelihood of getting in?
I will probably study theatre/performing arts/film or something like that. Was thinking about going into medicine, but if they look closely at math grades, that will be a disappointment for them.

British universities do not care about GPA and often not about SAT score. They want to see several AP scores of 5, anything from 3 AP scores of 5 to 5 of them for top schools. Lower-level schools may accept 2-3 AP scores of 4. Your mom probably thinks it’s going to be cheaper but 1° England tripled its fees, making English universities the most expensive publics 2° you won’t have access to financial aid 3° are you ready for the culture shock?
You apply for a major and CANNOT change. You can’t go as undecided. For that reason, in addition to the previous ones if relevant, it’s unlikely to be a good choice for you.
