I've gone through this messageboard and have yet to find any precise strategies on how to successfully complete both the reading and science portions of the exam. For those of you who scored a 32+ on these sections, how did you approach these sections, and what did you do to successfully complete the entire test on time?

there are no strategies nor tips. It’s all about content. If you can read at a considerate pace and can understand everything, then you can ace it.

I spoke to a friend of mine today and he said that he reads the questions before he reads the passage. Has anyone tried this technique and is it effective?

Yes, it’s a good technique.
