St Andrew's/UCL undergrad to postgrad in U.S. Ivy.

Hey guys, need your help with something i've been struggling with for a while. Firstly, as a U.K. student who attended one of the best private schools in the country, my aim has always been to study further in the U.S. to eventually build a career in Investment Banking. I applied for some Ivies this year for undergrad and was sadly rejected as I applied for need-based financial aid. Currently I have offers from two British Uni's to study Chemistry: UCL and St. Andrews. St Andrews has even awarded me a scholarship and are allowing me to start in the second year of the degree, effectively making it a three-year degree.

Which university will give me the advantage when applying for post grad study at say Wharton School at UPenn? Is it UCL based on its top 10 standing in the International League tables or the prestige of St. Andrews and its vastly american student body. The Chemistry degree is better ranked at St. Andrews than UCL (4th vs 17th). As i have been awarded a scholarship at St Andrews, will that encourage US uni's to accept me?

Also I have heard of quite a few students at St Andrews transferring back to the U.S. after starting their degree. Am i likely to be accepted if i were to do this too, for example transferring to Cornell in the second year at St Andrews?

Thanks in advance for your insight.
