I’ve gotten into Stamps and I’m waiting on engineering (I applied for the dual degree program).
If I don’t get into engineering as an incoming freshman, what would I have to do to transfer to engineering or apply to dual degree program?

You’ll probably just need to meet the GPA requirements. You can take any classes you want in Engineering with an override. I’d make sure that you take the introductory engineering classes if you are thinking about transferring, plus the required classes outside of engineering like Calculus and Physics. If you get behind it will be difficult to catch up. Since you are already admitted I’d just check with your advisor.
You will only have a Stamps advisor assigned initially if you aren’t also accepted to engineering, but I’d try to talk to an engineering (COE) one as well. They can help advise on sequencing of courses and issue overrides. If you get into both programs and go dual degree, you will have two academic advisors assigned and meet with both at orientation. If you do go dual degree, note that it’s very difficult to not “get behind” in either degree - most students take 5+ years. Obviously the more AP credits, summer classes and overloading you do, the faster you get through - but that approach is very challenging.
See http://stamps.umich.edu/handbook/section/dual_degrees for more info on adding second degree. See http://www.engin.umich.edu/college/admissions/undergrad/cross-campus for more info on transferring to COE, such as prerequisites and GPA requirements. My D is currently in her third year as dual degree, SMTD and COE. It is a ton of work but it can be done.
Good luck!
