Do most colleges have the same testing requirements/policies for students trying to transfer in?
For example, Pomona College requires a full testing history, but if i retake sat/act and get a higher score, can I send just that score or do I need to send all of my scores like I did when I applied as a first-year?

You need to ask them.
It depends on how many credits you take. I only applied to 1 school that wanted my SAT scores, and it’s because I was so in love with the school. The other 6 did not require SAT/ACT scores because I am past 30-50 credits and my community college.
It should be very straightforward on the transfer checklists. Many colleges do not require SAT scores when you have many credits. Your college experience proves what kind of student you are!
