I’m an international student studying at a CCC.
On my portal it says I need to fill this out and so I did.
“Are you a California resident?” As in I live in California? Can’t they tell from the transfer application? Or the college I have been going to? Or my home address?
Can someone explain the purpose of this form? Do I need to fill it out? Why is it asking redundant question?
A California Resident means a US citizen or Permanent Resident who has Californian Residency. You are an international student, so the answer to “Are you a California resident?" for you is most likely “NO”

This is not necessarily true. Residency for tuition purposes is not the same as residency for tax purposes which is not the same as permanent legal residency. For example a US citizen may be a tax resident of California but not be eligible for instate tuition because they are a dependent student and their parents live elsewhere. Conversely a DACA student may qualify for instate tuition without being a legal permanent resident.
You need to understand what the question is asking (it is most likely for tuition purposes) and see if you qualify. Certain visa types allow international students to qualify for instate tuition. See https://www.ucop.edu/residency/residency-requirements.html

Download the file. You will see the list of what visa would be eligible for “residency”. Then visa F1, F2, J1, J2, M1… Mostly the visa for students is not valid to establish residency.
They need this to determine your tuition. Because out-of-state students must pay extra tuition about 24k or 28k, I forgot.
So after you claim your status, they will ask you to send evidence such as green card, US passport, etc.
