why are you bothering with IGETC? Engineering says:

Anyway, where things get tricky on what you must do (and whether the deadline is spring) is the vague nature of the requirements and the seeming contradictions found in multiple cross-references. I honestly don’t know if you need to finish all the general ed classes that Cal wants for engineering before spring. Here is a trail:
To be eligible for admission, transfer applicants must meet UC admissions requirements, which are detailed online at Berkeley’s admissions website.

The minimum requirements for Berkeley transfer admissions are listed below. It is important to note that transfer admission requirements will vary by college and major, however there are a number of requirements that are common across all colleges. These requirements must be complete by the end of the spring term prior to the fall term you are applying for:
- Completion of general education/breadth requirement
so here they appear to require completion by spring. But if you then go to Prospective junior transfer FAQs - Berkeley Engineering it says in part
Applicants must complete all of the required courses for admission and as many of the strongly recommended courses that are available at their school for their intended major. Technical courses must be taken for a letter grade. Applicants must also complete the equivalent of UC Berkeley’s English 1A and English 1B for a letter grade.
Ok, so 2 semesters of English is definitely required. But what about the rest of the breadth? That page goes on to say
If they would like to complete suitable courses prior to admission, transfer applicants are encouraged to visit our page on humanities and social sciences requirements for more information.
Well, things that someone “would like” to do are not required. So in the end the admissions website seems to require all breadth to be completed, but the engineering site doesn’t.
