<p>If it's due Jan 1, then you can sumit until Jan 1 at 11:59 PM.</p>
<p>Some schools specify in their application instructions that "all materials have to be RECIEVED by us by X date". </p>
<p>You can still ship everything today, Dec. 31st. USPS guarantees overnight delivery of packages sent before 1 pm. So does FedEx, it just costs more.</p>
<p>The 23:59 thing is correct, but remember that the whole university server will get more crowded as the deadline approaches. My advice: submit it ASAP. Don't leave it to last minute.</p>
