Can someone describe to me what the Subject A requirement is?

It's a writing test... i think u are exempt if you score a 680 or higher on writing portion of SAT

All students who enter the University of California as freshmen must demonstrate their command of the English language by fulfilling the Entry Level Writing Requirement (formerly known as Subject A requirement). Those students from California high schools who have not satisfied the requirement by April 1, 2006, must take the Analytical Writing Placement Examination on May 13, 2006, at one of the testing centers throughout the state.

Students who have been admitted to the University of California for fall 2006 and who have not met the Entry Level Writing Requirement will receive an e-mail or letter directing them to the test center near their home or school. Results of the University-wide Analytical Writing Placement Examination will not affect a student's admission to the University. Those who do not pass the examination in May can still satisfy the Entry Level Writing requirement before enrolling in the University or during their first year at the University.

Enrollment in any English composition course at UCSB is dependent upon the results of this exam, unless UCSB has on record by April 1, 2006, that you have met the Entry Level Writing Requirement through one of the following options:
You have received a score of 680 or higher on the SAT Reasoning Test (Writing section) or a score of 30 on the ACT Combined English/Writing section) or
You have received a 3, 4, or 5 on the Advanced Placement Examination in English; or
You have received a score of 5 or above on on an International Baccalaureate High-Level English A1 exam; or
You have received a score of 6 or above on an International Baccalaureate Standard-Level English A1 exam
You have completed a transferable college English composition course with a grade of "C" or better.

What if you scored a 690 on writing on the SAT, but your highest combined is one where you scored 650 on writing... are you still excluded?

I'd say you're excluded.

I got a 680 on the SAT Reasoning Test, so do I have to take the test?

My exact question.

I'd say whatever official scores UC has counts whether it is the highest or not, but you should check with whatever school you end up going to.
