Make sure the college will accept additional materials. It is okay to call/email and ask if it isn’t clear in their instructions. Unless the LOR can add something notably different to what has already ben said or what is already on your app, though, you’re going to come off as throwing things against the wall to see what sticks. A well-written LOCI with updated accomplishments may be all the college wants.
According to Penn’s website, you can submit supplementary materials (LOR, etc.) via Coalition or Common App. My child was able to submit a third LOR via Common App during her initial application. As a deferred applicant, are you still able to access your application? For RD, the submission deadline was 1/5, but you can call or email admissions to ask if you are still able to submit additional materials. Best of luck.
If you can and do send an extra LOR be sure it adds to your file – that the letter tells something new/different about you. Do not send an additional LOR that repeats what is already in your file.
