I hear that schools supposedly only look at the score that makes an applicant seem best, but if there is a big disparity between submitted SAT and ACT scores, should they both be submitted?

If a college sees one applicant with a 35 ACT but a 2190 SAT and another applicant with a 35 ACT and a higher SAT, could this possibly be used as a tiebreaker? In this case would it make more sense to send in only the ACT:

Colleges assert that they consider for admission only the highest score. You can either believe what they say or not. And consider that if they are lying, why would want to go there?

As to sending otherwise, understand that if you have to send SAT IIs, the SAT will be automatically sent when you order those sent. Also, many high schools put all your scores on the official transcript. Nevertheless, if I were applying and only needed to send one offical score report I'd probably choose from your App1 only the ACT and not spend any money sending the SAT; As to App2, I'd probably send both because it is unclear which one the college would deem to be the higher.
