Summer Programs for 9th Grade (or Rising sophomores)

Does anyone know of any summer programs open to students who have completed 9th grade that are

  1. Merit Based or at least somewhat competitive
  2. Around $1000-3000 (possibly with merit scholarship)
  3. Would be open to someone with a September birthday (I won’t turn 15 until September 2016)

Mostly International Relations or Science- I would have attempted NSLI-Y or State Department ones if I had met the age requirement (15 by June)
I live in MI
