I know on average there are 50 of these noms and 30 appointments from these noms.</p>
<p>Each year, there are a very small number of highly qualified candidates who, for one reason or another, do not get a nomination via their MOC, the President, etc. who receive their nom from the Superintendent. It is very rare. My understanding is that you'll only get the nom if they want to give you an appointment and there is no other possible nominating source. No idea on the numbers, but I would be surprised if they are as high as you suggest.</p>
<p>I got those off a power pont of a 2002 "Master admissions brief" somewhere on the usna site. I think it was intended for BGOs. It also points out that there are 300 appointments made to "qualified alternates" who dont have a nomination...</p>
<p>I believe those 300 alternates all require a nomination.</p>
