Basic question that I haven't seen addressed anywhere: If you have fulfilled all the TAG requirements (coursework and GPA), does that mean your TAG application will definitely be approved? Or does each school have a limited number of slots and not all students who have met all the requirement get a TAG?

yes auto except ucsd.

Yes, including UCSD. Only that UCSD does not guarantee admission to your major.

If you submit a TAG and then meet all the requirements for a valid TAG on the app you submitted, then they accept the TAG and you are guaranteed admission. Period. They check it over and make sure its valid, as does your CC (depending on which UC you apply to). They can’t not accept your TAG when you submit it provided it meets all the requirements, and they can’t decide they’ve taken too many kids that have fulfilled their TAG and turn you down when making admission decisions.

One thing to keep in mind is that many of the UCs give themselves a bit of wiggle room and say (this is from UCSC) “TAG approval is based on the above criteria only. Choice of major is not guaranteed through TAG.” So that may be a consideration when you choose your campus, although you should work with your counselor to see how likely that is to affect you given your grades and course pattern before ruling out a campus because of this.

Look very carefully into the requirements of the campus you choose, since the program is both a general process but has specific requirements depending on the campus you choose (and perhaps the major at that campus). The biggest problem people run into, it seems from posts on the forum, is writing a TAG and then deciding they don’t want to take a class they listed or substitute something else for it. Depending on the campus, that can be a big problem.
