Teacher recommendation late?

DS's teacher is happy to write recommendation letter, but says it might not go out until November 1. If a college's application deadline is Nov 1 or earlier, and the recommendation letter is received afterward, will that be a problem if all the student requirements were on time?

Not a problem. The colleges hold the deadline for things under the student’s control. They expect transcripts and recommendations to come dribbling in a little bit at times.

If the deadline is Nov 1, it should be fine. However, I would be wary of schools that have earlier deadlines. Usually postmarked within a week or so of the deadline is fine. If you are worried about any particular school, though, I would call them and ask them about their policy.

Also note that sometimes things happen and letters get lost in the mail, so they will give you time to get documents in. I had to send in my transcript twice to one school because the first one never made it, but it did not affect my admissions decision.
