1) Does it matter if we waive our right to see the teacher recs?
2) What should be on the outside of the envelope of the teacher recs? My teachers will give them back to me and I will send then in big envelopes along with my transcript to the individual colleges?

I gave my teachers the recommendations with stamped envelopes and the address of the college, and then they're going to send them when they're done. And I'm sending my transcript with the secondary school reports. At my school you give them the forms and pay the money for the transcript and then they send the transcript with the secondary school report. I don't know if it works the same at every school, so you should probably ask someone.

Waiving your right to see teacher recs is a good thing. Colleges will take the rec more seriously because they know that the teacher wrote it completely independently, without worrying about what you'd think if you ever saw it - it's 100% honest.
