Teaching in Pennsylvania?

<p>I live in Pennsylvania (specifically, near Philadelphia), and I am debating between receiving a bachelor's in secondary education, or a bachelor's in my content area (English), and a master's in secondary ed. Some people have advised me that in a job market as competitive as Philadelphia you need a master's to distinguish yourself, while others say that due to budget cuts, school districts dismiss candidates with a master's. Which is true?</p>
