The importance of SAT for International applicants

I've been reading alot of stuff over the internet , heard alot of different stuff from different people and I'm just VERY confused.

I'm from Hong Kong and I go to an international school. My counselor told me that since I'm not from the states, admissions people will consider this and know that it's harder for us to do well in SATs.

But anyway my real question is, I think I'm doing pretty well in IB, I'm predicted 38 points without the 3 bonus points, and I'm hoping to push it to 39 points by the end of August.
I do alot of EC , community service etc etc, and this summer I'm going to be interning at an investment company in HK and honestly I think the only thing that's pulling me down is my SAT scores.

My first try in SAT 1 was 1810.
Reading 630 Maths 650 Writing 530 <<< horrendous, I know.
SAT MATHS 2 was 690.

And my no.1 school on my mind?
Wharton.
Second school is NYU Stern.

I've been reading that 2100 is like the bare minimum to get in but are there really no exceptions? I'm going to retake my SAT 1 and am planning to take French & Chinese for subject tests but honestly, I don't know if I can make it to 2100...

My counselor told me SATS arent everything, they WILL look at the whole app..

Please reply
Thanks :(

I tend to disagree. I found that it is much more difficult for international students to make it to those top colleges and you will be competing with people that score well over 2100 on their SAT’s. I recommend studying and trying to get that 2100 so you are able to compete.
