<p>I think it's time they start doing about all the scum bag homeless people on State St.. Not saying thats who commited this vicious crime but the times I have visited there it does make me wonder why they let that occur. First off why would homeless pan handle near a college campus. Not much money there you would think.Second how many visits for prospective students are turned off by seeing these scum bags hit you up for money block after block.The police have to start foot patrols and quit hassling the students and concentrate on getting this garbage off the streets of downtown Madison.</p>
