i am international student , i have applied to EA for some universities and on their application portal only my English Proficiency Section is left , due to unavailability test dates i have a got a test day of 16 December and score will be out only by 2nd jan 2018, someone advised me to write a mail to universities that i have been studying in a school which has english language as a medium of instruction for all other subjects for the past 14 years and to continue to evaluate my application as the test score will come on 2nd jan .

Can i do that and if yes what shall i write in the email and to whom shall i write this mail to ?(i got sat score 1220 ; Maths680 and CR540)

Every college and university has information on its website detailing which students are obliged to provide scores from English proficiency exams. You need to look for that information. When you identify the institutions that require proficiency exams for students like you, you will know which institutions to contact.

When you contact them, carefully proof-read your email. Don’t send it from your telephone so that it is easier for you to be certain to write all of the capital letters.
