I read that international students need to demonstrate proficiency in english by writing the toefl. But , I am proficient in english even though it isn't my mother tongue. I don't want to blow my trumpet here but I have received prizes for proficiency in English and have won numerous debating/public speaking competitions. I study in a school where English is the primary mode of teaching and communication. So , while sending my common app I specified in the "academic awards won" section that I have won prizes in my school for english language. So is toefl really necessary for me?

Is it an the school American cirriculum based? International School or local school that teachees in English?

Some people in my school are Korean citizens. Some, have better English than me but hey still had to take it. But they ended up getting full marks anyway.

And I think every non-Us citizen have to take it. My sister, although a resident, was required to take the test, although she attended high school in California.
So, I would ask the colleges if i were you. There are always exceptions as yourself.

Depend on whether the school requires it. UMichigan Ann Arbor, if my memory is correct, does have such a provision mandating all non-native English speakers to take TOFEL. The majority of Ivy leagues I have seen does not.
