Are nontraditional students ever accepted into music programs? Doubt I would pursue MT, but do you think 27-ish is too old for vocal performance/opera? Would they laugh me off the stage?

I should have studied it the first time around! I got close to a full ride to participate during my undergrad years, graduated with a science degree and made a lot of money, and have realized cash doesn’t make you like your job…sob, I know.

Are scholarships given to those of all majors, or are certain majors more likely to receive help?

I do not think 27 is too old at all.
Both my parents are opera singers and they have always really made a point to tell me that your voice doesn’t really develop until around that age anyways.
I know this really fantastic guy who did music theatre for a while and now he is in his 30’s and starting up opera and it is the perfect time with his voice peaking and everything.

You don’t say if you are M or F but male voices especially develop later.

I would say go for it! You never know until you try. And it sounds like you can afford $$ to at least give it a shot.

As far as scholarships, you would need to ask the FA office what the policy is on 2nd degrees. I have read that colleges tend to give scholarships/aid to help out incoming freshmen, and that money for transfers or second degrees is less common.
