I've been enrolled in two post secondary institutions (a four year university with about 36 credits and now at a JUCO earning 24), does U of I count the total # of credits earned at each institution or are they counted separately? Do I have to earn 60 credits at one school in order to successfully apply?

You need, for transfer to many UIUC programs, to have junior year status when you arrive, which means having at least 60 semester credit hours. Those 60 credit hours can be from multiple places. Don't know what courses you have taken but courses need to be transferable, UIUC will generally accept courses that are reasonable equivalents to its courses but not others.

If you go to itransfer.org and play around with the CAS, it can be very helpful in giving you a general idea of what courses they might accept. Though I am not sure if it can analyze transfer from two different schools transferring into one since I haven't tried that, but at the very least if both schools are on there, you might be able to analyze them separately. That's just an unofficial look at it though. They put a transfer credit evaluation on the back of the acceptance letter packet for a more official idea.

Personally, they took all of my credits, though gave me general elective credit instead of comparable course credit for one course in my major. So I'd probably have to retake that there or take something else in that category to satisfy the major requirements.

Do they send a transfer evaluation with admission letter ?

Yep! There was a credit evaluation attached to the letter.
