Transfer easier for In State?

<p>I am asking this for NC State but this question should still be applicable for UNC Chapel Hill(I hope). <p>Out of state freshmen applicants have an incredibly difficult time applying to UNC Chapel Hill.</p>

<p>Will being in state help admissions for either NC State or UNC Chapel Hill?</p>
