Transfer from a community college with units from a UC and excessive units

Hi, I took 3 lower-division classes at UCB for 9 units in the summer session of 2017 (I was not a UCB student).
I’m now working toward my major transfer requirements which, according to the plan, will bump my total units by the end of Spring 2020 above 70/80 units transferable cap.

I have read this page form the uc transfer’s website: http://admission.universityofcalifornia.edu/counselors/transfer/advising/transferring-credits/index.html

“Units earned at any UC campus (extension, summer, cross/concurrent and regular academic year enrollment) are not included in the limitation but are added to the maximum transfer credit allowed and may put applicants at risk of being denied admission due to excessive units.”

From what understand, I will be able to transfer 61 units from CC + 9 units from UCB, and the rest will be count as subject units.

What is the risk of being denied admission in my case? I’ve talked with a few UC reps and their answers are contradictory/vagued.

Update: after reading everything again, my conclusion is that a UC will take 70 and force 9 more units on top of that, which makes me a high-unit junior?

Is there a way to remove my units taken at Cal? It was 2 COLWRIT and Gen Psych.
I’m very stressed at this point.

Yeah, UCs will take 70 from your CC, and then add your UC credits on top of that. So it makes 79 semester units, and that doesn’t make you a high-unit junior. Take a look at page 33. You can see the high unit limits for each campus.
