Transfer help and chances

Hello,
I was interested if anyone had some advice for my second attempt at the college process.
I am currently a sophomore at a top 40 liberal arts college in the United States,
I have a 3.77 GPA, plan on majoring in Economics, maybe Philosophy with a minor in Math.
My EC's in school are mainly sports...varsity Cross country at a D3 school, and track.
At track I am very competitive was all conference and would be of use to most D3 track programs.
I would love to do more but I'm pretty busy with training and school, and my personal reading although I plan on joining UNICEF club.
In highscool I focused too much on sports and did not always try my best in the classes I did not like.
I had a 3.2 GPA from a hard private school
SAT:1340 out of (1600)
ACT: 28
I understand that my board scores are on the low side but hope that my current GPA proves my ability to succeed at the college level.
I wish to apply to the University of Chicago, Northwestern, Washington University in St. Louis, University of Michigan, and maybe Columbia or Cornell. Basically a step up in Academics, and getting away from the super small liberal arts school.
My main question is am I being realistic? Does my Econ major hurt my chances due to high demand for the major, and should I instead apply as a Philosophy major? Also any advice or input would be of great help…and thanks in advance!
