transfer questions about Suny Stony Brook

i am preparing to transfer to NYS next spring, i wish to apply stony brook university
Here is my situation, i am study in University of Oregon right now and i will have 30 credits until this summer, GPA 3.2 probably. i am US resident, but i am not a English native speaker. so i will take English test.
i have complete credits and GPA requirements, but i only have two terms study in college until this summer, because i attended university in spring. Before that, i was in English institute in this university. Will it affect my transfer?
the English Proficiency in SBU said If you are a transfer student and have not completed a college-level writing course at a U.S. college or university (or received a grade below a C in the course), one of the aforementioned exams is required for you as well.
i have taken College Composition I which is a writing class in University of Oregon , and i got A-. Do i still need submit my English exams scores?

Based on my situation , do i have chance to transfer to SBU?

SBU is easy to transfer into, so yes, you have a good shot. Most transfers have a GPA of 3.4 or higher, though, so I would try to get that up. I would also still send the English exam scores as you are a non-native speaker. SBU has a lot of international students, and they take priority for any student in NY state, so be sure to raise the GPA and do well on the English exam!
